Dear friends of GCMD,

We are pleased to share our GCMD Impact Report 2025. As we leaf through its pages, we are reminded of the progress made over the past year. For a team of just over 20, these achievements are significant—made possible by the strength of our partners and friends.


1Q started with us co-hosting a forum on energy efficiency in shipping at the Temasek Shophouse, bringing together stakeholders across finance and shipping.

This period also saw the industry recognise Dr Prapisala THEPSITHAR, project director and lead for the biofuels initiative, who was awarded the 2025 EnterpriseSG-SSC/SAC Commendation Award for her contributions to advancing marine biofuel standards in Singapore. On the global stage, she also presented GCMD’s work on drop-in biofuels at the IMO’s Technical Seminar on Marine Biofuels in London.

With Singapore Maritime Week and other major forums on the horizon, we look forward to connecting with you in person, and sharing insights from our pilots and trials.

And in 2Q, look out for the launch of our joint project with BCG on the Evolution of New Fuels Bunkering Landscape—a scenario-based digital model assessing how demand, supply, and potential bunkering locations may evolve between 2030 and 2050.


Recent geopolitical developments have underscored how quickly external shocks can ripple across global trade and shipping. Amid these uncertainties, our direction remains steady as we continue to support the industry in advancing maritime decarbonisation.

GCMD participated in several key industry events including the NTU Singapore-Europe Dialogue, the Asia Pacific Maritime Conference, the Asia Pacific Hydrogen Summit, and Riviera Maritime Media’s CO2 Shipping, Terminals and CCS Conference this quarter.

A key highlight was Dr Prapisala THEPSITHAR’s presentation at the IMO’s Technical Seminar on Marine Biofuels, held on 12 February 2026 at IMO Headquarters in London. Her presentation “Drop-in biofuels: Developing a framework for quantity, quality, and GHG abatement assurance” can be found here (from 7:28:00).


In Dalian, Wee Meng TAN, GCMD’s Chief Projects Officer, spoke at Xinde Marine’s Green Shipping Forum. He highlighted uncertainties in the fuel transition and how the rapidly evolving fuels production landscape impacts the emergence of new bunkering hubs.




Energy efficiency in shipping

GCMD, together with AIM Horizon Investments and Development Bank of Japan Inc., co-hosted a forum on energy efficiency in shipping at Temasek Shophouse in January.

The session brought together shipowners, financiers, and other industry stakeholders to explore two critical dimensions of scaling energy efficiency technologies (EETs): data—building confidence in performance savings; and dollars—the risks, and potential returns of such retrofit investments.

Discussions covered the foundational principles of the Fund for Energy Efficiency Technologies (FEET), alongside GCMD’s technical work to quantify fuel savings and regulatory benefits from EET performance pilots.

The event also featured a keynote by Mr Chong Meng TAN, Deputy Chairman of Temasek Holdings, and a fireside chat between Prof Lynn LOO, CEO of GCMD, and Mr Weng Yew HOR, CEO of Pacific Carriers Limited.

Dr Prapisala THEPSITHAR receives 2025 EnterpriseSG-SSC/SAC Commendation Award


We are proud to share that Dr Prapisala THEPSITHAR, Director of Projects and Lead of GCMD’s Biofuels initiative, has received the 2025 EnterpriseSG-SSC/SAC Commendation Award.

This recognition highlights her valuable contributions to Singapore’s Standardisation and Accreditation Programme. She provided technical expertise, shared insights from GCMD’s biofuels supply chain trials, and supported the development of TR 140: 2025 – Specification for marine biofuel as part of the marine biofuel standards working group.

Team GCMD upskills in generative AI for productivity



Team GCMD recently took part in a training programme on generative AI for workplace productivity, strengthening our capabilities to work more efficiently and effectively.

The programme covered key areas including the foundations of AI and responsible use, applying AI tools for daily tasks, and using AI for research and data analysis. The team also explored visual content creation and the use of autonomous agents to support more advanced workflows.
